I want to point all my internet traffic though a proxy so it looks like it is from another country. I want all my internet traffic, including stuff like Steam, Msn, chat etc to go through the proxy. I am sick of seeing stuff on internet websites saying "This is not available in you area". If need be I have access to web hosting, if I need to install a proxy or something.

You can’t do that. Your ISP gives your modem or router an IP address which is either always the same or keeps changing, but each country has it’s own range of adressses so you can’t get round the restrictions.
Also, if the content you want to get at is restricted by international law, accessing it in a country outside of the legally allowed ones is against the law, and you could be in serious trouble for accessing it illegally.
Also it’s not just your IP address that give you away, there is also your regional settings that say which country you are in.
